Ambulance Victoria
Ambulance Victoria (AV) is responsible for providing emergency medical transport, pre- hospital care and non-emergency stretcher and clinic transport services for around 6.8 million people throughout Victoria, an area of almost 227,600 square kilometres. We are also responsible for providing air ambulance services throughout the State.
AV is an integral component of the health care system and consequently a significant infrastructure is in place to enable a rapid emergency response and delivery of a high standard of pre-hospital care to the community.
AV's purpose is set out by the Government of Victoria through the Ambulance Services Act 1986.
People and Culture Committee
The purpose of the People and Culture Committee (“the Committee”) is to advise the Board of Ambulance Victoria (“AV”) (“the Board”) on the effectiveness of AV's people-related policies, frameworks and strategies to create a safe, fair and inclusive workplace culture and improve the health, safety and wellbeing of AV's workforce, and its effectiveness and contribution to the community.
For the purpose of this appointment, the Independent member of the People and Culture Committee will be appointed for an initial term of 18 months.
People and Culture Committee meetings are held five times in each year. Special meetings may be convened as required.
Selection Criteria for Independent Member – People and Culture Committee
Independent members will contribute to the Committee based on their contemporary experience and expertise as Human Resources/Safety leaders. They will be required to provide advice and provide input to the committee on:
Contemporary strategies to build a safe, fair and inclusive culture that is centred on the best interests of patients and staff
Contemporary workplace safety leadership including ensuring policies promote workplace health and safety, monitoring compliance with safety standards, advice and guidance on training and awareness programs, incident monitoring and reporting, wellbeing advocacy, integration of health and safety into broader organisation strategy and reporting of key findings to the main board through the Chair for alignment with strategic goals
The effectiveness of AV's people-related strategies, their alignment with Government policies, and associated outcomes relating to employee recruitment, diversity, performance, retention, learning and development, and as mentioned above health, safety and wellbeing
The effectiveness of leadership and performance development programs and systems of the organisation to develop and achieve required organisational capabilities and outcomes
Workforce engagement trends and strategies for identified improvements
People and Culture systems, processes and industrial instruments that enable improved operational readiness and the efficient and effective deployment of people resources
Appropriate succession planning mechanisms for sub-Executive level roles (noting that the Remuneration and Nominations Committee and the Board have responsibility for CEO and Executive level succession planning)
Enterprise Agreement strategies that comply with Government policy and assist in effective and timely Enterprise Agreement Negotiations
Ensuring AV provides and implements effective and contemporary strategies to advance reconciliation and embed a workplace culture of diversity, equality and inclusion, including oversight of the development and implementation of AV's Diversity & Inclusion Framework and Action Plan, and related plans
Demonstrated understanding of the public sector environment in relation to Human Resources, safety leadership and legislative requirements and public perception, including the Public Sector Code of Conduct, the Public Administration Act 2004 (Vic), and the Equal Opportunity Act 1995 (Vic).
Independence Criteria
An independent member is one who is independent of the management of AV, and:
within the last three years has not been
employed in an executive capacity by AV or a related organisation or been a director after ceasing to hold such employment
a principal of a material professional advisor or a material consultant to AV or a related organisation, or an employee materially associated with the service provider
is not a material supplier or customer of AV or a related organisation or an officer or otherwise directly or indirectly associated with a material supplier or customer
has no material contractual relationship with AV or a related organisation
has not served on the AV Board or the AV People and Culture Committee for a period which could, or could reasonably be perceived to materially interfere with the person's ability to act in the best interests of AV; and
is free from any interest and any business or other relationship which could, or could reasonably be perceived to, materially interfere with the member's ability to act in the best interests of AV
It is anticipated that following a selection and interview process that the preferred independent member of the Committee will be appointed by the Board at the May meeting.
