The Organisational Enablement (OE) Business Unit is responsible for providing high-quality organisational capabilities and services that enable the Agency to focus on investing. These capabilities are provided by six functions, including Procurement.
We are seeking a highly experienced and dynamic procurement professional to lead our centralised procurement function. This pivotal role will drive value creation, innovation, and operational excellence across the entire procurement lifecycle, aligning activities with organisational goals and ensuring supply chain resilience. With a focus on delivering value for money, optimising supplier relationships, and promoting social and sustainable practices, you will play a critical role in enabling the Agency to achieve its broader mission.
The ideal candidate will have proven leadership experience in managing high-performing procurement teams, exceptional problem-solving skills, and expertise in strategic sourcing, contract management, and risk mitigation. A commitment to supplier diversity and sustainability, coupled with the ability to leverage technology and data analytics to enhance performance, is essential. This is a unique opportunity to shape a strategic function and make a significant impact on the organisation’s success.
Key Responsibilities
As head of the Agency’s procurement capability, you will define and implement a functional strategy that aligns with the broader Organisational Enablement strategy and the Agency’s three-year business goals. This includes establishing and maintaining a robust procurement framework, policies, and tools while communicating these effectively across the organisation to build awareness and support. You will shape the procurement operating model and determine the appropriate scope and level of support needed to ensure alignment with the Agency’s priorities.
You will oversee governance and compliance, ensuring all procurement activities adhere to the Commonwealth Procurement Rules (CPRs) and other legislative obligations. By establishing governance frameworks, ethical standards, and performance indicators, you will ensure transparency, accountability, and adherence to best practices. Regular reporting and audit processes will be a key part of maintaining procurement effectiveness and trust.
Your role will also focus on developing and executing procurement strategies that drive value, efficiency, and innovation. You will manage end-to-end procurement projects, oversee supplier relationships to ensure contract compliance and quality standards, and monitor market trends to identify cost-saving opportunities. Functional leadership will involve aligning procurement practices across divisions, managing budgets, and coordinating resources to optimise the delivery of goods and services.
Building strong stakeholder relationships is critical to the success of this role. You will act as a trusted advisor to internal teams, providing strategic procurement advice and delivering tailored solutions. Additionally, you will enhance the efficiency and responsiveness of procurement services, ensure effective communication of the team’s capabilities, and foster collaborative partnerships both internally and with external organisations. By leading a high-performing procurement team, you will drive continuous improvement, mentor talent, and embed a culture of service excellence.
