Bechtel is seeking to expand its decades long relationship with Reliance by providing Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (OSBL) for a multi-billion-dollar upgrade / expansion of existing petrochemical facilities in India. Reliance plans to augment its existing petrochemical facilities in Dahej, Gujarat, and Nagothane, Maharashtra, to expand its PVC capacity. The PMC Services will be led out of India with personnel deployed in Mumbai region, the project sites in India, as well as several key contractor locations across India. The EPCM Services for OSBL will be led out of Bechtel’s India offices. The positions on the project will start as assignment in Navi Mumbai, Dahej or Nagothane. Major Responsibilities: Oversees and monitors Contractors’ Plant Design & Piping materials planning and requisitioning progress, and reports to Core PMC team and Project Engineering Management. Undertakes and monitors the preparation of material requisitions for all piping components. Undertakes, coordinates and monitors the preparation of bid evaluations and award recommendations.  Review of vendor documents. Prepares bid analyses and makes recommendation.  Reviews and checks work of Contractor engineers. Responsible for bulk material allocation to various fabrication locations. Reviews surplus materials and works with Materials Engineer to determine suitability. Performs work that involves conventional engineering practice but may include complex features such as resolving conflicting design requirements, unsuitability of conventional materials and/or difficult coordination requirements. Supports the creation of a work environment that fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.  Education and Experience Requirements: A recognised degree in an engineering or scientific discipline from an accredited college or university. Required Knowledge, Skills and Abilities: Extensive experience and technical expertise in take-off and requisitioning of piping materials and valves. Experience of reviewing complex technical data from suppliers. Understanding of the application of Company procedures, and design guides. Broad knowledge of the full supply chain for piping materials including specification, MTO, procurement, fabrication, testing, delivery and installation. Skill in oral and written communication. SRD / E&PI knowledge is a plus. Experience of Licensor units within a PVC Plant.  A professional membership or license in an appropriate engineering discipline from a recognised licensing board. Sufficient number of specialised courses in relevant general engineering or appropriate engineering disciplines to meet job requirements and Practical work experience in design engineering or relevant equivalent experience sufficient to demonstrate competence.
